Constructing agency alleged of discrepancy
ITANAGAR, Aug 29: Monigong Extra Assistant Commissioner has written to the Chief Executive Officer of Arunachal Rural Roads Development Agency (ARRDA), GoAP to look into the discrepancies alleged of M/s Tenzin Enterprises (Tenga, West Kameng district), the construction agency of PMGSY road from BRTF road to Ruku village under Monigong circle of West Siang district.
The action was taken following a complaint lodged by Shajee Youth Club (SYC) against the agency for allegedly completely violating the DPR and NIT by not including Korle village in the project thereby depriving the local people of the area. The Club had further demanded the concerned authorities for immediate action against the agency and not to make any payment until the discrepancies are rectified.

Fire devastates house, ANSU demands relief for victims
ITANAGAR, Aug 29: A team of All Nyishi Students’ Union (ANSU) today visited the family, whose house was gutted in a fire on August 26 at Senki Park.
According to an ANSU release, the dwelling house of one Toku Tapang (House no.13) at Senki Park was completely burnt down in the devastating fire that broke out at around 2 am.
All properties, including valuable local ornaments, vehicles and cash were reduced to ashes in the fire, ANSU said.
The students union urged the state government to provide special relief package to the victims and also to conduct spot verification of the incident for further necessary action and assistance.
Early completion of Abo Tani bridge sought
ITANAGAR, Aug 29: Councilor Ward 48 of Itanagar Municipal Council, Donik Tayu has expressed displeasure over the slow progress of the bridge at Abotani Colony here. Referring to the bridge as an important link connecting Ganga and its nearby areas from Niti Vihar, he called for early completion of the construction work.
The bridge was closed down last year and it is yet to be completed.
While also drawing attention towards pathetic road condition of Niti Vihar road, he called for its repair at the earliest.
ATCWA opposed to district based contract work
ITANAGAR, Aug 29: The Arunachal Tribal Contractor Welfare Association (ATCWA) has expressed opposition to the district based contract work and entrepreneurs for professional development project.
The association in its memorandum to the Chief Minister, the ATCWA called for cancelling of the notification that was issued by the state government in this regard, and sought reconsideration saying it would divide the people of the state on communal lines.
The association’s other demands include opposition to involvement of government employees in contract works, transferring of government employees after three years and reduction of bank guarantee from 5 percent to 2 percent for tribal contractors.

ITANAGAR, Aug 29: Claiming that the private residence of one Alokong Minno at Yingkiong was completely gutted down in a fire incident on April 17 last, the Komkar Welfare Society has urged the concern authority to compensate the victim.

NERIE conducts training for KRPs
ITANAGAR, Aug 29: A five days training programme for resource persons and key resource persons (KRP) on the use of learning resources in the subjects of Science and Mathematics at elementary level was conducted by North East Regional Institute of Education (NERIE), Shillong in collaboration with SCERT, Itanagar at Naharlagun.
A total of 25 DIET lecturers and teachers from different districts participated in this capacity building training programme as KRPs.
Resource persons from Bongaingaon Polytechnic, Assam imparted training to the participants on the use of learning resources in Science and Mathematics promoting activity based learning.

is flowing above the danger level putting villagers of Bizari, Anpum, Loglung and
Paglam under Dambuk Sub-
The Dibang River had diverted its course near Bomjir last year. With the diversion it has been creating havoc downstream and has made the villages vulnerable. The flooding river had washed out the embankment built near Bizari last year, and now it is threatening to sweep away the villages of Bizari, Anpum and Loglung.

However, the sources said that no official assessment on the damage has been done so far to ascertain the exact loss of movable and immovable properties by the turbulent river.
It is said that shifting of these marooned villagers to safe locations is the only
way to save human lives. However, it can be only possible after the floodwater recedes.
Moreover, the shifting would involve spending crores of rupees as government establishments
such as schools, health centers and offices will have to be shifted along with the
houses. Responding to the grim situation in her home constituency, local MLA cum
Parliamentary Secretary, Water Resource Department (WRD), Gum Tayeng rushed to flood
ravaged villages on Friday to take stock of the situation. Braving the incessant
rain, the MLA along with ADC Dambuk Atul Tayeng joined in by 13 other officials rafted

After interacting with the marooned villagers at both Bizari and Anpum villages, Tayeng assured all possible help. Reaching out to the affected people, she assured immediate relief to them. At Anpum village, the MLA announced Rs.10 lakhs for immediate relief and Rs.50000 to the social service team for erecting flood erosion protection works. She further assured of appraising the higher authorities for immediate relief and restoration in the affected villages.
The villagers have sought for immediate diversion of the Dibang River to its main course into Dotung River so that further destruction could be avoided. They also demanded for construction of flood protection wall along the river bank.
Earlier, ADC Dambuk also announced Rs. 1 lakh to the villagers for taking up flood erosion control services.

ROING, Aug 29: Disappearance of computers and accessories from Secondary School,
Desali that were sanctioned under ICT in 2007-
The youth of the village were angered about the disappearance that these items were handed over to the school authority in 2007, which was later unearthed by documents under RTI Act.
As per information obtained through RTI, the then Headmaster of the SS Desali was intimated by the DDSE office to send a representative for collection of the computer sets at Hunli through a WT message on December 26, 2007. A copy of this WT message was also produced through RTI Act which clearly shows the message was addressed to the Headmaster signed by the then DDSE.
The RTI report further informs that although the DDSE had instructed the Headmaster to confirm the receipt of the computers in the WT message, no such confirmation letter was sent by him.
It was later found that the then IT facilitator of the school had confirmed that these computers were received by him from the supplier, M/S Teledata Informatics Ltd. Chennai.
"The computer sets included 10 computer tables, 40 chairs, 10 UPS, printers, scanners and stationery items. It is reported by the school authority that all these items were eaten up by rodents,” said a complainant. Reportedly no students had ever seen any of the items at the school which further proves that these items never reached the school.
Not even a single discarded part of the computer sets were found anywhere in the school compound when physical verification was made, claimed the young activists.
Desali is an interior village which does not have direct road connectivity and can only be reached by walking a distance of about 20 kms from Hunli.
"Because of the communication bottleneck and lack of awareness among the people, our village has fallen victim to many other such corrupt practices", said another complainant.
According to the complainants, Rs.12.50 lakh was sanctioned under the district RMSA for construction of Modified Ordinary Basha Type (MOBT), a computer room and a laboratory with furniture and internal electrification, toilet with plumbing and electrification, and a drinking water platform, for the same school.
Toilets and drinking water platforms have been constructed at almost every government run schools, within the school campus for convenience of students in general and girls in particular. Contrary to this fact, according to the complainants, the drinking water platform and the toilet of SS Desali has been constructed beyond 100 meters from the school campus, and are not usable because of the distance from the school and absence of water facility.
"Construction of the MOBT has also been done without following the actual construction plan. According to the actual plan issued by the Government (also known through RTI), the computer rooms and the laboratory were supposed to be constructed in front of the existing school building, and has provision for extension of two classrooms. However, it has been constructed between the two hostels leaving no room for future extension, informed the complainants.
"The contractors have not followed any specifications provided by the Government plan. Only one toilet instead of two, no emergency exit in both the computer rooms and laboratory, wrong location; all these irregularities happened because the construction had started way before the order was given out,” they added.
The complainants after failing to get any reply from the Secretary School Education for their letter written on November 3 2014, are planning to seek justice from the Court.

Rebia expressed keen interest on the issue of climate change legislation and reiterated the importance of focusing on the issue, especially with the perspective of the highly vulnerable mountain states.
The Legislators’ Meet at the SMDS4 provides a platform for legislators from mountain states to voice their common issues and concerns, to deliberate and make an action plan for climate change legislation. The meet also seeks to inform all attending MPs, MLAs and Speakers about the current status of the UNFCCC negotiations and India’s stance on the issue.
The legislatures attending the meet will also deepen their collective understanding of how global actions impact the local climate change issues that mountain states face.
Earlier, SMDS events held in Gangtok 2012 and in Kohima 2013 have also had these deliberations. They have provided a valuable platform for airing the concerns of grassroots issues on Climate Change.
More than 80 state legislators and Members of Parliament are expected to attend this meet which is drawing greater attention this year in view of the COP 21 being held in Paris at the end of this year.

PASIGHAT, Aug 29: Heavy downpour for the last three days has paralyzed normal life in East Siang and parts of West Siang, Siang and Dibang Valley districts besides parts of neighbouring Assam. The third wave of monsoon shower has created havoc in different parts of East Siang district.
Heavy showers submerged low lying areas of Pasighat as well others areas including Ruksin, Nari and disrupted road communication at several stretches in East Siang district.
In Seren under Nari-
Rain flood inundated many portions of Pasighat town including Lower Banskata, Jarku,
Jarkong and Police colony and created massive problems for the local residents. It
also submerged a large portion of ALG (Advanced Landing Ground), Pasighat. Rivers
and streams are seen overflowing and posing a threat to road communication, paddy
fields, horticulture gardens, fishponds, irrigation channels and human habitations.
Reportedly, heavy showers have caused water logging in several places besides inundating
paddy fields at Pasighat, Sille, Ruksin and Mebo circles. Ruksin ADC office, Tax
& Excise office, Forest Colony, Police Station with Police colony and PWD IB are
again affected and still reeling under the rain flood. Overflowing water of Poglek
River between Yagrung and Pasighat has snapped communication between Yagrung and
Pasighat and also swallowed several hectares of Sali cultivation at Yagrung, Rani,Sille-

‘APCC has every right to defend CM’
ITANAGAR, Aug 29: War of words continues between Arunachal Pradesh Congress Committee (APCC) and opposition Bharatiya Janata Party (BJP) in the state over the recent High Court (HC) directive for a CBI inquiry against Chief Minister Nabam Tuki.
Reacting sharply to the state BJP’s repeated demand for resignation of the CM in the wake of the HC directive, APCC spokesperson Nabam Vivek in a press statement said that the saffron party should humbly accept the decision of the Supreme Court staying the HC directive for a CBI inquiry against Chief Minister Tuki.
“It appeared that the High Court was in a hot pursuit and extraordinarily swift in pronouncing judgment in this case, which has been very judiciously stayed by the Supreme Court”, the APCC spokesperson said.
“Tuki as a citizen has every right to appeal the Supreme Court for relief. The demand of BJP for resignation of the Chief Minister on moral ground is rather devoid of morality and political ethics as there is no charge of corruption or misuse of official position”, he said.
“A man is innocent until proven guilty”, Vivek said. He also added that APCC has every right and moral obligation to defend the Chief Minister.

The APCC also requested the office bearers of BJP to check the earlier records of their MLAs, some of whom were ministers in the Congress Government and there may be many charges of nepotism against them.
The APCC also challenged the BJP office bearers to give an affidavit that no kith and kin of BJP ministers and parliamentary secretaries and MLAs will do any contract work in the State Government, if the party comes to power in the state sometime in the future.

ITANAGAR, Aug 29: Raksha Bandhan, a festival of bond between brothers and sisters, was celebrated with much enthusiasm in various parts of Arunachal Pradesh.
At Raj Bhawan, Itanagar, large number of students from different schools of Capital Complex and members of Prajapati Brahma Kumaris Ishwariya Vishawa Vidhyalaya tied sacred thread ‘Rakhis’ to the Governor J P Rajkhowa on the occasion. Students of Abotani Vidya Niketan, Pachin also presented a patriotic song.
Blessing the children, the Governor expressed hope that the occasion will continue to strengthen the endearing bond among brothers and sisters and also promote universal love. He advised the children to study hard so that they become good and useful citizens of the country.
While urging the people to uphold moral, cultural and spiritual values of Raksha Bandhan, the Governor said that festival is not only about protection and support to sisters but also to other members of the society, particularly the weaker section, for more harmonious environment. Drinking water scarcity in Taliha

DAPORIJO, Aug 29: The residents of Taliha are facing acute scarcity of drinking water since August 20 last as the department concerned is still unable to repair the damaged water supply pipelines.
About 300 meters of main water supply pipes of 100 mm near the water reservoir of Taliha EAC headquarters were either damaged or washed away by landslides causing total disruption in water supply to the township.
With taps drying up, the residents are compelled to fetch water for their daily needs from distant sources.

RGU celebrates National Sports Day in a unique way
RONO HILL, Aug 29: The department of Physical Education, Rajiv Gandhi University
(RGU) in association with Education Foundation of India, New Delhi today organised
a unique sports meet (recreational games) with the theme -
The sports event was especially designed for Multi Tasking Staff which consists of various types of recreational games to promote healthy living, wellness and sports culture. Around 70 multi tasking employees from various wings like civil engineering, electrical engineering, water supply and administration took part in various competitive sports activities ranging from simple games like dodge ball, sweet race to physically challenging games.
Earlier speaking on the occasion, RGU Registrar Prof Rachob Taba said that sports play an important role in maintaining physical fitness of a person. He stressed the need of organising such activities for the students and faculties to stay fit.
While addressing the participants in various sports activities, Professor KC Kapoor asked them to stay fit as they are the most important part of the RGU. Sports plays an important role in maintaining discipline, physical fitness, decision making besides providing a platform to interact and share knowledge with each others, he said.
Dr. Anil Mili, HoD of Physical Education department exhorted the employees to take up sports to improve physical fitness and stay healthy. He also highlighted the benefits of exercise and sports activities in preventing life threatening diseases like blood pressure, diabetes mellitus, arthritis, obesity etc. Prizes were also distributed to the winners of various competitive events.
